The FCR Party is Over
For the last three years, German BESS developers lived off the fat of the Frequency Containment Reserve (FCR). It was easy money: high prices, low complexity. Those days are dead. With over 1.5 GW of large-scale storage already online and a massive pipeline waiting for a handshake, FCR prices have cratered. If you are a developer still pitching storage projects based on 2022-era ancillary service revenues, you are selling a lie to your investors.
The €30/MWh Threat: Section 19 StromNEV
The real risk isn't the hardware—it's the §19 StromNEV grid fee exemption. Currently, BESS assets are exempt from paying grid fees when they draw power to charge. If the Bundesnetzagentur (BNetzA) allows this exemption to expire or significantly modifies it, you're looking at an additional €20 to €30 per MWh in operating costs. That is the difference between a 12% IRR and a project that never reaches financial close.
